Housing Authority Taps Development Team for NoMa Headquarters Overhaul

The D.C. Housing Authority has selected a development team to overhaul its North Capitol Street headquarters, setting in motion a development process for one of the few unspoken-for parcels of land in fast-changing NoMa.

The Housing Authority chose a partnership of MRP Realty and CSG Urban Partners to convert its outdated headquarters at 1133 North Capitol St. NE into a mixed-use development of potentially more than one million square feet. The Housing Authority is seeking a project with at least 80,000 square feet of office space for the agency, plus a residential component, at least one third of which is set aside for affordable housing.

MRP and CSG beat out eight other teams that submitted responses to the Housing Authority in September. “DCHA looks forward to entering into discussions with the MRP Realty/CSG Urban team to create new, energy efficient, vibrant housing communities, but also to create a better business environment for our customers and staff,” Housing Authority executive director Adrianne Todman said in a statement. “MRP Realty/CSG Urban has expressed to us that they share our goals and vision for this site.”

CSG principal Charles King was surprised when I told him his team had won the bid. “We did?” he said. “Oh! Well thanks for telling me! That’s great news.”

King and MRP senior vice president John Begert declined to provide any details of the team’s proposal for the site.

The redevelopment of the dreary Housing Authority building, set back behind a parking lot from North Capitol Street, will continue the development craze that’s overtaken NoMa. In September, city officials cut the ribbon on the shiny 2M building across the street, with luxury apartments and low-income units to replace those demolished nearby as part of the New Communities Initiative. NoMa is also working to add parks and public spaces to the neighborhood, which was originally conceived as an office park.
